With less than two months to go before the MOVES III Plan ends its cycle, some Autonomous Communities are in the final stretch of exhausting their funds.
This plan, coordinated by the Institute for Energy Diversification and Savings (IDAE), is crucial to boost the adoption of electric vehicles and the installation of charging infrastructure throughout the country.
In this context, each autonomous community follows a different pace in the management and distribution of resources, with some advancing rapidly and others facing challenges that have slowed down the process.
Below, Mobility Portal España explores the current status of each region, offering an overview of the impact of MOVES on the national territory.
Andalusia
With a total of more than 111 million euros allocated between the acquisition of zero-emission cars and the “refuelling” infrastructure, the budget for the purchase of vehicles is already exhausted.
However, waiting lists have been created to handle new applications if funds are released or extensions are approved.
As for charging points, there are still 14.6 million euros left, which allows some responsiveness for pending applications in this category.
Aragon
The region still has 10.4 million euros available for the purchase of cars and 14.6 million euros for chargers.
The pending applications suggest growing demand in both areas, indicating that funds are likely to run out in the coming months if the pace continues.
Asturias
The Autonomous Community has an increased budget of 28.6 million euros.
The community has experienced high demand, with more than 4,400 applications under review.
An estimated seven million euros have already been committed, reflecting significant progress towards exhausting the budget before the deadline.
Balearic and Canary Islands
The Balearic Islands have an additional fund of 28.1 million euros.
Meanwhile, the Canary Islands have allocated more than 6 million euros for the purchase of vehicles and 19.5 million for charging points.
Cantabria
The car programme still has around 1.8 million euros, while the charging point programme has approximately 4.5 million euros available.
Castile-La Mancha
The recent budget increase in Castilla-La Mancha has increased the availability of funds to 23.7 million euros for electric vehicles and 24.5 million for “refuelling” infrastructure.
With a high volume of applications, this Autonomous Community has managed 3,854 aid files for cars and 1,390 for chargers.
This activity denotes rapid progress towards the complete exhaustion of resources, although the extension of the plan until December 31, 2024 could relieve pressure on the remaining funds.
Catalonia
The Community has one of the highest budgets of MOVES III, with a total increased to 233.7 million euros .
The EU has already committed a large part of these funds, with more than 138.9 million requested for vehicles and 106 million for charging infrastructure.
To date, more than 92 million euros have been allocated for the vehicle program and 84 million euros for infrastructure, which shows the high interest in these grants and a possible exhaustion of the funds in the near future.
Valencia Region and Madrid
The Valencian Community and Madrid stand out for having reached critical levels in the availability of funds for the purchase of cars, with the former reporting exhausted funds and the latter operating with waiting lists.
In the case of the shippers, both territories still have small remnants, with 1.7 million in the Valencian territory and 198,503 euros in the capital.
Extremadura
To date, approximately 1,389 applications have been submitted, of which approximately 1,111 have already been approved.
With a recent budget increase, the community is positioned with sufficient funds to meet current demand.
Galicia
The CCAA has a total budget of 43.8 million euros and a high demand that is almost exhausting the available funds.
In the area of zero-emission cars, around 30.1 million euros of the available funds have been allocated.
The “refueling” infrastructure also shows significant demand with 11.7 million requested.
Navarre, Basque Country, La Rioja and Murcia
Navarra has an increased budget of 31 million euros and the Basque Country 48.9 million.
Meanwhile, La Rioja has an additional 3,696,806 euros and the Region of Murcia 14,594,315.79 euros.
What’s in store for the fourth edition of the MOVES programme?
David Gutiérrez, delegate of the Association of Electric Vehicle Users (AUVE) of Castilla La-Mancha, tells Mobility Portal España:
“A date has not yet been officially set, although given the importance of these programs in promoting electric mobility, it is likely that future editions will be planned.”
According to local media, the Government of Pedro Sánchez has already informed manufacturers that the aid from a new MOVES will continue to be maintained beyond December 31.
The Executive and the sector were expected to sit down to negotiate the new aid scheme for 2025 last Thursday.
However, the meeting has reportedly been postponed due to the emergency caused by the DANA.
