With the start of the new year, Germany is positioning itself to lead the transition to electric mobility with the announcement of multiple tenders aimed at driving the installation of charging points across the country. What are the conditions? Below, Mobility Portal Europe compiles the details.
Tenders for CPOs: What opportunities does Germany offer to expand its charging network?

Recently, Mobility Portal Europe reported on a tender published by the city of Munich for a comprehensive expansion of its charging infrastructure.

This project is divided into eight zones, determined based on demand assessments at the district level.

The city aims to double its current capacity, reaching 55 MW in public spaces.

The objective is for each zone to have an operator responsible for managing the approval, construction, and operation processes of the infrastructure over nine years.

Interested CPOs may apply for one or more places, with an initial requirement to propose at least ten charging points.

Proposals must be submitted by 23:59 on 6th March 2025.

In light of this news, Mobility Portal Europe compiles the latest tenders announced in Germany, listed by proposal submission deadline:

Neuss (North Rhine-Westphalia)

Stadtwerke Neuss GmbH launched a public procurement for the delivery, construction, commissioning, and maintenance of 16 “refuelling” points, each with a capacity of 150 kW, for the Moselstrasse site.

The installation of three charging stations in the city’s urban line network, each with a power output of 300 kW, is also included.

This process aims to ensure the implementation of infrastructure with pantograph canopies, optimising the functionality and efficiency of the points at the defined sites.

The deadline for receiving participation applications is 10:00 on 17th January 2025.

Braunschweig (Lower Saxony)

The city of Braunschweig announced a public tender for the installation of wallboxes and the management of existing infrastructure, including charging cards and a long-term maintenance contract.

The deadline for submitting applications is 15:00 on 20th January 2025.

Kamen (North Rhine-Westphalia)

A specific public transport project aims to install charging infrastructure at the Kamen depot to ensure the operation of electric buses.

The submission deadline for offers is 12:00 on 21st January 2025.

Mönchengladbach (North Rhine-Westphalia)

The city of Mönchengladbach plans to install 30 charging points in underground and outdoor car parks, incorporating dynamic management technology to optimise the charging flow.

In particular, a total of 12 “refuelling” stations must be deployed in the underground car park at Breitenbachstraße.

All chargers must provide a capacity of 22 kW, with the power supply flow being dynamically managed through a charging management system.

Meanwhile, in the outdoor car park, infrastructure must be established, comprising nine stations with 18 stations, each configured as an autonomous unit equipped with two 22 kW points.

The deadline for receiving offers is 10:00 on 23rd January 2025.

Stuttgart (Baden-Württemberg)

Stadtwerke Stuttgart GmbH plans to build a fast charging centre with integrated batteries to avoid physically reinforcing the electrical grid at the Stuttgart-Zuffenhausen train station.

The project includes four DC fast chargers and the support services related to commissioning.

The submission deadline is 12:00 on 23rd January 2025.

Stelzenberg (Rhineland-Palatinate)

This is a project at the Horst Forestry Building in Stelzenberg.

It includes the installation of 56 photovoltaic modules, each rated at 425 W, with a total capacity of approximately 23.8 kWp, to be combined with electric vehicle charging infrastructure.

The deadline for receiving offers is 31st January 2025.

Düsseldorf (North Rhine-Westphalia)

The state of North Rhine-Westphalia is seeking a partner to build and operate up to 2,000 charging points across 200 locations.

This tender seeks a provider to deliver all related structural, technical, and administrative services.

Applications will be accepted until 08:00 on 6th February 2025.

Kaiserslautern (Rhineland-Palatinate)

Zentrale Abfallwirtschaft Kaiserslautern AöR leads a project to install two fast charging stations, each with a 400 kW capacity, specifically for electric trucks.

This project includes advanced cable management systems and CCS Type 2 connectivity.

The application deadline is 10:30 on 10th February 2025.

Münster (North Rhine-Westphalia)

FH Münster University aims to promote electric mobility on its campus with the installation of 20 11 kW charging points, distributed between an underground and an outdoor car park.

The contractor will be responsible for the design, installation, operation, technical maintenance, and administrative management of the equipment.

The contract duration is six years, and interested parties may submit proposals until 10:00 on 11th February 2025.

Koblenz (Rhineland-Palatinate)

In parallel, a tender has been launched for the supply of 70 charging stations, with the possibility of expanding to 90, for 65 locations managed by the State Mobility Agency of Rhineland-Palatinate.

Each location must be capable of hosting two “refuelling” points.

The contract duration is three years, with a potential extension of one year, and the submission deadline is 10:00 on 14th February 2025.
