On 31 March 2025, two new programmes will be launched in Poland: “Construction/expansion of electrical grids for public high-power charging stations” and “Support for the construction or expansion of public charging stations for heavy transport.”
The funding available will cover up to 100% of eligible investment costs.
In the second quarter of 2025, the Support for the purchase or lease of zero-emission vehicles in the N2 and N3 categories programme will be launched, enabling the financing of truck fleets in Poland.
“We approach electromobility comprehensively. We care about air quality and the health of Polish citizens, as well as the competitiveness of Polish freight carriers,” says Krzysztof Bolesta, Deputy Minister of Climate and Environment.
“Three major programmes in the electromobility sector aim to address challenges related to air protection and support the implementation of the AFIR regulation,” states Dorota Zawadzka-Stępniak, President of NFOŚiGW.
“The total allocation for the programmes is six billion złoty from the Modernisation Fund,” she adds.
Programme for the Construction/Expansion of Electrical Grids for Public High-Power Charging Stations
The programme’s goal is to support the development of electrical infrastructure for the construction of public high-power charging stations, to reduce the number of CO2-emitting vehicles and improve air quality.
It plans the creation or expansion of 50 energy supply points to power public high-power charging stations.
Its budget is PLN 2 billion, with one billion złoty allocated for the first call.
The application period will run from 31 March to 31 December 2025.
The grant funding will cover up to 100% of eligible costs.
The beneficiaries of the programme may include distribution system operators (DSOs).
The construction/expansion of the energy supply infrastructure for the charging stations must ensure a minimum current capacity of:
- 3,600 kW for high-power public charging stations at service areas along the core TEN-T network or within 3 km by car from the nearest exit of the core TEN-T network;
- 1,500 kW for high-power public charging stations at service areas along the extended core or comprehensive TEN-T network, or within 3 km from the nearest exit/entry point of the extended core or comprehensive TEN-T network;
- 350 kW for stations at logistics centres (DEPOT), operational bases, intermodal terminals, or within 3 km from the entry/exit of such facilities.
Programme for the Support of the Construction or Expansion of Public Charging Stations for Heavy Transport
It aims to support the development of charging infrastructure for zero-emission freight vehicles located along the core TEN-T network routes, at logistics centres, operational bases, and intermodal terminals. The programme plans the construction of 550 stations.
The application period will run from 31 March to 31 August 2025.
The programme budget is two billion złoty, with one billion złoty allocated for the call.
The grant funding will cover up to 100% of eligible costs, with project finance covering up to 85%.
Entrepreneurs can apply for the funding.
The programme will support investments for the construction or expansion of public charging stations for trucks located:
- Along the core TEN-T network roads, i.e. roads belonging to the TEN-T network or within 3 km of the nearest exit of the TEN-T road;
- Or within the area of a logistics centre (DEPOT), operational base, or intermodal terminal, or within 3 km by car from these facilities.
Funding will be granted through a competitive procedure, in accordance with the regulations of the Minister of Climate and Environment from 15 February 2024 regarding the conditions for granting horizontal public aid by the National Fund for Environmental Protection and Water Management for charging or refuelling infrastructure investments.
Summary of the NaszEauto Programme
On 3 February 2025, the NFOŚiGW opened the call for proposals for grants under the NaszEauto programme, for the purchase or long-term lease of new M1 category electric vehicles for individuals and entrepreneurs, with a budget of 1.6 billion złoty from the KPO.
This programme is a key element in popularising electromobility, and the number of applications and the diversity of brands reflect the growing interest in this mode of transport.
As of 10 March, 1,326 applications have been submitted, valued at 38.9 million złoty.
