New incentives in Italy: up to €3,500 to switch to an electric car in Lombardy

From 3 April to 31 October 2025, residents of Lombardy can apply for grants of up to €3,500 for purchasing low-emission vehicles. The €23.2 million scheme supports electric, hybrid and Euro 6D vehicles, as well as electric motorbikes and cargo bikes.

Lombardy has launched a new regional incentive programme aimed at accelerating the transition to low-emission transport.

Starting on 3 April 2025 and running until 31 October—or until the funds are depleted—the scheme offers grants of up to €3,500 for individuals who purchase cleaner vehicles and scrap their polluting ones.

The initiative, coordinated by the Lombardy Regional Department for Environment and Climate, is structured around three funding lines, with the majority—€20.7 million out of the total €23.2 million—dedicated to new passenger vehicles.

Three funding lines to accelerate sustainable transport

Line A – Passenger Cars
The main portion of the fund is allocated to support the purchase of brand-new vehicles with zero or ultra-low emissions.

Grants range from €1,500 to €3,500, depending on the type of powertrain and whether the applicant scraps a high-emission vehicle. Eligible vehicles include fully electric, hybrid, hydrogen, and even Euro 6D petrol, diesel, methane or LPG cars, reflecting the region’s neutral stance on technology.

Line B – Electric Motorbikes and E-Cargo Bikes
This segment, backed by €2 million, provides incentives of between €1,000 and €4,000 for the purchase of electric motorbikes, mopeds or electric cargo bikes—encouraging greener, last-mile urban mobility.

Line C – Vehicle Scrappage Only
A third option grants €500 for scrapping an old, polluting vehicle without purchasing a new one. Eligible vehicles include petrol, methane or LPG cars up to Euro 1 standard and diesel vehicles up to Euro 4.

Unlike some national-level programmes, Lombardy’s incentive scheme allows residents to choose from a variety of drivetrains, as long as they meet current emissions standards. This approach prioritises freedom of choice while still promoting environmental goals.

“We are in favour of freedom of choice and supporting citizens in this transition without imposing ideological positions,” said Giorgio Maione, Lombardy’s Regional Councillor for Environment and Climate. “Replacing thousands of polluting vehicles not only improves quality of life but also stimulates the automotive sector.”

Programme eligibility and timing

The incentive is exclusively for private residents of Lombardy. Businesses are not eligible under this specific scheme, although a separate green mobility call for companies is already active.

Those interested are encouraged to act quickly: although the programme officially ends on 31 October 2025, funds will be allocated on a first-come, first-served basis.

In 2023, 5,363 families across Lombardy took part in the previous edition of the scheme, according to Councillor Maione.

The largest number of applications came from the Milan area (1,421), followed by Brescia (824), Bergamo (660), Varese (557), and Monza (529). Based on this success, the region has decided to double the funding for 2025, highlighting growing public interest in sustainable transport.

Bonus for scrappage and replacement

The most beneficial combination for residents is the purchase of a low-emission vehicle coupled with the scrappage of an older, polluting car. This allows for the maximum available grant and has the greatest environmental impact.

By allocating €23.2 million to this initiative, Lombardy continues to position itself as a regional leader in sustainable mobility, combining pragmatism with an ambitious environmental agenda.
