Government Announces Electric Vehicle Leasing Scheme in France

The authorities have officially announced the enactment of a decree introducing an electric car leasing program, set to take effect from January 1, 2024. The initiative will enable eligible individuals to access electric cars for a monthly fee of €100 or less.

In a joint statement, Bruno Le Maire, Minister of the Economy, Finance, and Industrial and Digital Sovereignty, along with Christophe Béchu, Minister of Ecological Transition and Territorial Cohesion, Agnès Pannier-Runacher, Minister of Energy Transition, and Clément Beaune, Delegate Minister in charge of Transportation, have officially announced the enactment of a decree introducing an electric car leasing program, set to take effect from January 1, 2024.

Prospective lessees can pre-register with rental companies by the end of this year.

Aligned with the President’s directives, the French government is intensifying its support for sustainable mobility, particularly for households relying on vehicles for their professional commutes.

The initiative will enable eligible individuals to access electric cars for a monthly fee of €100 or less.

The scheme permits leasing electric vehicles for a minimum of three years, catering to working individuals with a fiscal reference income per share not exceeding €15,400 per year (approximately 50% of active households).

This offer is extended to those residing 15 km or more from their workplace or covering over 8,000 km annually as part of their professional activities.

The plan is set to expand in 2024 to encompass all French citizens with a fiscal reference income below €15,400, subject to vehicle availability.

New electric cars offered must meet a minimum environmental score related to their carbon footprint during production, following the same criteria as vehicles eligible for ecological bonuses.

The initiative is also open to used or retrofitted electric vehicles, provided their initial registration or conversion occurred within the last three years and six months.

Financial aid will be provided to beneficiaries through lessors who have entered into agreements with the government.

The first vehicle deliveries are expected to commence on January 1, 2024.

To facilitate information dissemination, the government has launched a dedicated website, “mon-leasing-electrique.gouv.fr,” offering details on the program and enabling individuals to verify their eligibility.

Interested households can sign up to be notified about the commencement of pre-bookings before the year’s end.

In the coming days, they will have access to information about available vehicle models, offers from approved lessors, and a map of professionals authorized by these lessors for the distribution of their offerings.
