The EV market is growing in Italy but an “urgent” EU plan is needed

The market share exceeded 5%, showing a strong rise from the 2.7% recorded in January-February 2024. As of 28 February, Italy’s total EV fleet stood at 289,186 units.

Italy’s electric vehicle (EV) market continued to expand in February.

A total of 6,925 fully electric cars were registered, marking a 39.8% increase compared to February 2024.

This growth pushed the EV market share to 5%, up from 3.4% in the same period last year.

In the first two months of 2025, 13,646 electric vehicles (EVs) were registered in the country, reflecting a 73.9% increase compared to the same period in 2024.

The market share exceeded 5%, showing a strong rise from the 2.7% recorded in January-February 2024.

As of 28 February, Italy’s total EV fleet stood at 289,186 units.

However, the overall Italian car market declined by 6.3% in February, with 138,469 total registrations, and fell by 6.1% in the first two months of the year, reaching 272,581 units.

Looking at other major European markets, the most recent data (January 2025) shows significantly higher EV market shares:

  • United Kingdom: 21.3%
  • France: 17.4%
  • Germany: 16.6%
  • Spain: 7%
  • Italy (January): 5%

“The improvement in Italy’s figures still benefits from previously placed orders, while year-on-year comparisons are influenced by the weak start of 2024, when buyers postponed purchases waiting for incentives,” explains Fabio Pressi, President of Motus-E.

Nonetheless, despite Italy’s concerning lag behind the rest of Europe, some trends deserve close attention.

“Firstly, we are seeing the arrival of new entry-level EV models, which could allow more Italian consumers to embrace the technology and experience its advantages firsthand,” states Pressi.

He continues: “At the same time, the first positive effects of revised fringe benefits on full-electric registrations are emerging. This proves how crucial it is to further develop corporate fleet incentives, not only to boost new EV sales but also to stimulate a healthy used EV market.”

EU Commission’s Automotive Plan: A Defining Moment

“The focus is now on the European Commission’s upcoming Automotive Action Plan, set to be unveiled on Wednesday,” Pressi concludes.

“The industry urgently needs clear and decisive measures to accelerate innovation and strengthen competitiveness. Bold action is required on both demand and supply sides to avoid ambiguity and uncertainty, which would severely harm the industry, workers, and consumers alike.”
