From 1 January 2025, all non-residential buildings with more than 20 parking spaces must be equipped with at least one charging station.
This provision was included in the Mobility Orientation Law (LOM), which was approved by deputies on 19 November 2019—by 116 votes in favour, 49 against, and no abstentions—and published in the Official Journal on 26 December.
The law marked a significant turning point with a clear objective: to make daily transport more accessible and environmentally friendly.
The law is backed by exceptional investments of 13.4 billion euros over the period 2017-2022, prioritising daily transport.
It also promotes innovative solutions to simplify journeys while leveraging the digital revolution to offer new services to users.
The LOM has placed France on an ambitious ecological path, including the planned phase-out of fossil fuel-based vehicles by 2040 (a provision now superseded by European regulations), the widespread deployment of Electric Vehicle Supply Equipment (EVSE), greening targets for corporate fleets, and the implementation of low-emission zones.
