“Mój Elektryk”: Poland’s pioneering eMobility project facing funding shortfall

The project is transforming the landscape of electric mobility, with notable growth in the number of EVs and an expanding charging infrastructure. Can Poland maintain this adoption rate without an urgent increase in subsidies?

Launched in 2021 and planned to run until 2026, the “Mój Elektryk” project is continuously and significantly advancing Poland towards a cleaner and more sustainable future.

In fact, since its implementation, the number of battery electric vehicles (BEVs) has increased by 247.71 percent, demonstrating that the project is encouraging citizens to opt for sustainable transport.

However, the Polish New Mobility Association (PSNM) warns that the programme’s resources are depleting.

Indeed, Maciej Mazur, the association’s General Director, states that according to the National Fund for Environmental Protection and Water Management, “only thre percent of the programme’s allocation remains available.

Therefore, Mazur asserts: “To maintain the growth rate in the electric mobility market, continued subsidies are necessary, and an urgent increase in the budget is required before the eligibility deadline at the end of 2025.”

On the other hand, Jakub Faryś, President of the organisation, reveals that efforts are underway to introduce a subsidy system for electric cars funded by the National Reconstruction Plan.

“We do not yet know the details, but preliminary announcements indicate that the programme will cover new and used cars purchased by individual customers,” he states.

However, in Poland, around three-quarters of new vehicle registrations are made by companies, so it seems fully justified to allocate a specific amount of 1.5 billion Polish zlotys to co-finance the purchase of company vehicles.

“Considering that the funds to co-finance the purchase of electric cars under the ‘Mój Elektryk’ programme are running out and another tranche has not yet been decided upon, it is advisable to allocate part of the money to co-finance the purchase of EVs not only by individuals but also by firms,” Faryś opines.

This will undoubtedly help to expand the zero-emission vehicle fleet in the Central European Nation.

How many EVs are there in Poland?

According to data from the end of May 2024, a total of 115,006 alternative combustion cars were registered in the Polish nation, of which 59,615 were electric passenger cars, bringing the total to 66,325 units so far this year.

This means that during the first five months of 2024, this figure increased by 9,612 units, representing a five percent increase compared to the same period in 2023, according to the Electromobility Counter launched by PSNM.

Additionally, the fleet of plug-in hybrid electric vehicles (PHEVs) stood at 55,391 units.

Similarly, the number of electric delivery vehicles and trucks rose to 6,741 units.

Furthermore, the fleet of electric mopeds and motorcycles grew steadily, reaching 20,856 units.

The number of hybrid passenger cars and delivery vans also showed significant growth, reaching 795,163 units by the end of last month.

Finally, the number of zero-emission buses in Poland increased to 1,323, of which 1,269 were fully electric and 54 were hydrogen-powered.

In parallel with the growth of the electric vehicle fleet, the charging infrastructure in Poland is also expanding.

By the end of May 2024, there were 6,910 public charging points distributed across 3,813 stations nationwide.

Of these points, 29 percent were fast-charging with direct current (DC), while 71 percent were slow-charging with alternating current (AC) with a power equal to or less than 22 kilowatts.

Thus, 219 new charging devices were added in May.
