Opportunity for CPOs: Munich launches tender to install charging points

The goal is to double the current grid connection capacity to approximately 55 MW in public spaces as quickly as possible. Interested CPOs may apply for one or more areas, with applications assessed on an area-specific basis. When is the deadline?

The City of Munich is currently accelerating the expansion of a comprehensive and demand-driven charging infrastructure for passenger vehicles.

The expansion will cover the entire city, divided into eight equally significant, geographically defined areas.

These areas were determined based on district-level charging demand assessments.

The goal is to double the current grid connection capacity to approximately 55 MW in public spaces as quickly as possible.

To this end, the City of Munich is seeking Charge Point Operators (CPOs) capable of managing the required charging infrastructure for normal charging, including navigating necessary approval processes, constructing the infrastructure at their own expense, and operating it for a period of nine years.

The charging infrastructure and site selection must meet general requirements based on the City of Munich’s Special Use Guideline (SoNuRL).

Additional functional and urban planning criteria, such as barrier-free access to publicly available charging infrastructure, are outlined in Chapters 10 and 11.

The Special Use Fee Ordinance (SoNuGebS) of the City of Munich applies.

Through resolutions passed on 24 April 2024 (Session Document No. 20-26 / V 12728), 2 October 2024 (Session Document No. 20-26 / V 13871), and 27 November 2024 (Session Document No. 20-26 / V 14763), the Munich City Council established the conditions for implementing this administrative procedure and amended both the Special Use Guideline and the Special Use Fee Ordinance to ensure uniform handling of charging infrastructure within upcoming approval processes.

This administrative process aims to select one CPO per area.

Interested CPOs may apply for one or more areas, with applications assessed on an area-specific basis.

To apply, interested CPOs must submit complete application documents for an initial ten charging points within the designated deadline following the procedure’s announcement.

Successful bidders will have three months to submit the micro-location proposals for the additional charging infrastructure within the area (site concept). Full applications for all required infrastructure expansions in the respective area must be submitted to the Munich Mobility Department by 31 December 2026.

The deadline is 6 March 2025 at 23:59.
