Flagship eMobility Incentive: Poland Freezes Electricity Prices for Home Charging

Poland is extending the household electricity price freeze until the end of 2025. According to the electromobility industry, this is one of the most important incentives for purchasing an EV.

Amid record battery electric vehicle (BEV) registrations in the country, Prime Minister Donald Tusk announced the continuation of this key measure for consumers in Poland.

The scheme, which was originally set to end on 30 September, will now remain in place until the end of 2025.

Household electricity prices will remain frozen, with a cap of PLN 500 (approximately 117 euros) per megawatt-hour (MWh). This translates to around 0.50 EUROS per kilowatt-hour (kWh).

“With falling prices in the energy market, there may be no tariff spikes next year either,” Tusk notes.

The extension of this measure has a direct impact on electric vehicle (EV) adoption in Poland.

According to sector data, around 80% of electric vehicles (EV) owners charge their vehicles at home, making electricity costs a key factor in purchase decisions.

In conversation with Mobility Portal Europe, Krysztof Burda, President of the Polish Chamber of Electromobility Development (PIRE), highlights the positive impact of this announcement in a favourable context for the eMobility market.

“It is one of the most important incentives for buying EVs. It allows electric cars to be driven more economically,” he states.

“It is important to emphasise that there are no longer energy consumption limits as in previous years. We are now waiting for the final step: presidential approval and signature of the law amendment,” he adds.

The measure comes at a pivotal moment for e-mobility in Poland: in May 2025, 2,818 battery electric vehicles (BEVs) were registered, marking a 118% increase compared to the same month in 2024.

This growth brings BEVs to a 6% market share—its highest level since sales have been recorded—reflecting increasing acceptance of electric mobility in the country.

The acceleration in sales is attributed to three main factors: the expansion of the offering, partly due to the inclusion of new Chinese brands in the local market, the incentives of the NaszEauto programme, and the commercial policies adopted by manufacturers to meet the EU’s 15% CO₂ emission reduction targets.

The Industry Plays by Different Rules

The price freeze does not apply to the industrial sector.

According to the Polish government, tariffs for industry will follow a different path.

Companies have distinct electricity rates compared to households and can access more competitive prices through direct contracts with energy suppliers, including those offering lower-priced green electricity.

“For entrepreneurs, electricity tariffs are going down. This year, industrial energy prices have dropped by 30%,” said Prime Minister Tusk.

This pricing gap may pose a challenge for organisations with electric vehicle fleets, which must navigate a more dynamic and less predictable market.

“Each case is different, which is why it is so important to raise awareness about how the energy market works, how it affects my company and utility bills, and how to incorporate fleet electrification in a financially viable way,” Burda says.

Moreover, the Polish administration is working on a potential price freeze for energy-intensive industries, which would set a maximum rate of 250 zlotys per MWh. If implemented, this measure could also help accelerate fleet electrification.

Poland’s Minister of Climate and Environment, Paulina Hennig-Kloska, emphasised that the freeze is a key tool for ensuring “stable living costs for Polish families”.

She also stressed that the policy is accompanied by a series of legislative reforms supporting the development of renewable energy. This includes the NaszAuto programme, which promotes the purchase of electric vehicles.
