The consultation, running until 12 September 2025, addresses several modifications aimed at broadening the scope and impact of the NaszEauto scheme.
According to PSNM, the proposed changes include the extension of financial support to additional vehicle categories, specifically: M2 category vehicles (small minibuses up to five tonnes), and N1 category vehicles (light commercial vehicles up to 3.5 tonnes).
The range of eligible beneficiaries would also be expanded to encompass: Non-governmental organisations (NGOs), national parks, educational and medical institutions operating under a contract with the National Health Fund (NFZ), and local government units involved in education and care services.
Adjustments to funding levels are also planned: up to PLN 40,000 for passenger vehicles (M1), up to PLN 600,000 for minibuses (M2), and up to PLN 70,000 for delivery vehicles (N1).
However, the programme’s overall budget is set to be reduced from approximately PLN 1.6 billion to PLN 1.1 billion.
Additional changes include the removal of the low-income bonus and the exclusion of vehicles subject to customs duties from eligibility.
Aleksander Rajch, board member of PSNM, commented that broadening vehicle categories and the list of beneficiaries are positive steps towards accelerating the electrification of Poland’s fleet.
However, he stressed the need to expedite the application process, noting that only around 32% of the programme’s budget has been utilised, with just 347 applicants receiving funding to date.
He highlighted the urgency of streamlining procedures, especially as the programme is set to conclude in mid-June 2026.
