The General Directorate for National Roads and Motorways (GDDKiA) has announced a tender for the leasing of charging sites at 31 Motorway Service Areas (MOPs) located along roads in the TEN-T network.
Fast chargers could be installed at the following locations:
- A1 – Starcza East & West, Gorzelanka East & West, Wierzchowisko East & West (Silesian Voivodeship)
- A2 – Ciosny North & South (Łódź Voivodeship)
- A4 – Krajków Północ (Lower Silesian Voivodeship), Prószków (Opole Voivodeship), Paszczyna Południe, Chotyniec, Hruszowice (Subcarpathian Voivodeship)
- S3 – Lisiny East & West (Lubuskie Voivodeship), Przybiernów East & West (West Pomeranian Voivodeship)
- S7 – Zbójecka Góra (Lesser Poland Voivodeship), Pepłowo East & West (Masovian Voivodeship)
- S8 – Ochędzyn & Niwiska (Łódź Voivodeship)
- S17 – Niwa Babicka (Lublin Voivodeship)
- S19 – Kamień East & West (Subcarpathian Voivodeship), Janów Lubelski East & West (Lublin Voivodeship)
- S61 – Górki East & West (Podlaskie Voivodeship), Niekrasy East & West (Warmia-Masuria Voivodeship)
Each MOP is planned to host charging stations for both electric cars and trucks.
For passenger vehicles, there will be four charging points with a total target capacity of 600 kilowatts, including at least two chargers of 150 kilowatts each.
For trucks, the minimum total capacity will be 3,600 kilowatts, including two charging points with a minimum power of 350 kilowatts (MSAs on the TEN-T core network).
The exception will be the Zbójecka Góra MSA on the S7, which is located on the TEN-T comprehensive network, where the minimum power will be 1,500 kilowatts, including one 350 kilowatts device.
GDDKiA is also introducing key changes to the tender conditions.
Some of the demands submitted by PSNM NEW MOBILITY ASSOCIATION along with charging point operators (CPOs) have been partially incorporated.
The lease contract can be partially terminated by the lessee under two conditions:
- If the Grid Distribution Operator (OSD) provides grid connection terms that do not allow for the necessary electrical supply to install a public truck charging station at the MOP.
- If the lessee does not receive funding for the construction of a public truck charging station under the OSŁ competition organised by NFOŚiGW (National Fund for Environmental Protection and Water Management).
Requirements for installing barriers or bollards in parking spaces designated for truck charging have also been considered to prevent conventional fuel vehicles from occupying these spaces.
According to GDDKiA’s plan, by 2025, charging stations for passenger vehicles with a total capacity of at least 300 kilowatts will be launched at seven MOPs, equipped with traditional fuel and catering stations, under existing lease agreements.
This applies to MOPs at:
- A2 – Ostrów Kania North & South (Masovian Voivodeship)
- S6 – Kamień North & South (Pomeranian Voivodeship)
- S19 – Obroki East & West (Lublin Voivodeship)
- S17 – Pilawa (Masovian Voivodeship)
