The government will move forward with the “simplification and liberalisation” of electric vehicle (EV) charging, thus eliminating “the remnants of the old monopoly law,” announced António Leitão Amaro, Minister for the Presidency, at the end of the Council of Ministers meeting on Wednesday.
Prices will drop with the removal of the “electric mobility operator” role, meaning the intermediary, he assured.
The aim is for it to be “as easy to charge an electric vehicle as it is to fuel up at a petrol station,” he stated.
To achieve this, the Council of Ministers approved several changes, such as no longer requiring a user to have “a contract with an electric vehicle energy provider” and enabling charging “at any station and paying with standard electronic payment methods,” he explained.
The approved changes also aim to “standardise the metering units so that prices can be compared and extend these transparency and competition obligations to areas where stations are concessioned, such as motorways,” said the minister.
The role of the electric mobility operator, which acts as an intermediary to charge fees, will also be “eliminated,” he argued.
This will not only increase competition and consumer freedom but also lower prices, which are particularly high in Portugal.
Another change involves the “issuance of individual carbon certificates when the charging is done with 100% green electricity,” said António Leitão Amaro.
The Council of Ministers’ decision also aims to transform supply points, making them suitable for “production and self-consumption.”
Furthermore, “charging will be bidirectional, so the excess capacity of a vehicle” can, “in the reverse direction,” also supply the station, clarified the Minister for the Presidency.
This represents “a true liberalisation and simplification of the electric mobility regime,” he emphasised, adding that “these are important solutions that will expand access and facilitate the spread of electric vehicles.”
