Società Emiliana Trasporti Autofiloviariv (SETA), based in Modena, has launched a new tender procedure for the supply of 28 electric buses, of which 14 are firm orders and the remaining 14 optional.
The contract, worth over 27 million euros, also includes the possibility of acquiring spare parts for the entire operational life of the vehicles (estimated at 14 years), or alternatively, a full maintenance service.
Structure and Objectives of the Tender Issued by SETA
The tender is structured as a single lot and is aimed at companies that manufacture or supply buses.
The selection process will follow the criterion of the most economically advantageous offer, based on the best quality/price ratio.
The evaluation will be divided between the financial offer (30 points) and the technical offer (70 points).
The total estimated investment for this initiative, considering all the buses and options for spare parts or maintenance, amounts to just over 27 million euros, excluding VAT.
Type of Electric Buses
The requested vehicles are urban buses (Class I), approximately 9.5 metres long, with low-floor design to ease accessibility and fitted with two doors.
They will be used in local public transport services (TPL) within the provinces of Modena, Reggio Emilia, and Piacenza.
Their key feature is fully electric propulsion, with a charging system designed for overnight use.
All buses will also include dedicated space for passengers with reduced mobility.
The contract will run for 14 years, in line with the estimated service life of the buses, from 2025 to 2039.
Submission Deadline
The entire tender procedure will be conducted electronically via SETA’s Procurement Portal.
Participating companies must demonstrate their professional eligibility (registration with the Chamber of Commerce for the production/sale of buses), economic and financial capacity (specifically: a global turnover equal to or exceeding the contract value over the last 5 years), and technical and professional capacity (specifically: having supplied at least the number of new buses of the same type as those guaranteed in this tender over the past 5 years).
The deadline for the submission of offers is set for 11:00 AM on 26 August 2025.
